Sign-In vs Whiteboard

Not on the signed sheet — on the whiteboard but nobody signed him in.
Not on the whiteboard — signed in but no work logged. You can file the missing line here, against a cost code you pick.
Duplicate line — the whiteboard was submitted more than once that day.
Hours differ — both records exist and disagree by a quarter hour or more.
No hours — signed in and out but neither record carries a time.
Marking a man off only speaks for your job. If he was on another job that day the page says so, and his hours there are untouched.
A day can only be certified once nothing on it is flagged.

These four file the office timesheet form but their time is Service. A row appears as soon as the sheet is started — drafts included — so nothing waits on submission.
Also on a project — he is on a job's sign-in sheet the same day. The timesheet and the sheet must agree, and he is paid once for those hours, not on both.
A week cannot be signed while any day disagrees.
